UPDATE: There is a glich with beta one that allows you to restore to iOS 7 WITHOUT registrated udid. Windows=Hold shift and press "update" in iTunes and select your iOS 7 ipsw. Do NOT press restore. Mac=Hold command/alt and press "update" in iTunes and select your iOS 7 ipsw. Do NOT press restore.
