This week, the Justice Department created a so-called "anti-weaponization fund" as part of a settlement between President Trump and his own federal government over the leaking of his tax returns. The settlement also includes a pledge from the IRS that it will not pursue any legal claims it may have against Mr. Trump, his family and his companies.
