The family of an elderly woman who was killed by a teenager on an electric motorbike have said they are "devastated" after he was sentenced to under seven years in youth detention. Moments before the collision, Billy Stokoe can be seen racing down roads and around roundabouts. He had smoked cannabis and held his phone in his left hand - the only side of the bike that had a break. Then at a zebra crossing, he hit 86-year-old Gloria Stephenson, making no effort to slow down or swerve. Billy fled on his bike as onlookers rushed to help the great-grandmother, but paramedics confirmed that she died at the scene. Now, Gloria's family want to have his sentence reviewed, arguing it is unduly lenient and her daughter Julie Francis joins in the studio.
