The Chinese delegation has arrived in Singapore for the 23rd Shangri-La Dialogue. The People's Liberation Army expert delegation is headed by Major General Meng Xiangqing, a professor at the National Defense University. Scholars from the PLA Academy of Military Science and the PLA Navy are also part of the delegation.
