Andy Burnham has promised "the biggest rebalancing of power" the UK has seen, in his first major speech explaining what he will do if, almost certainly when, he becomes prime minister in three weeks time. Hope and Manchesterism also on his political bingo card, as well as promising "good growth for everyone", radical devolution of power and a new way of doing politics in Westminster. But his vision of “radical change” was hedged with caution, as he insisted he would not take risks with the public finances.
