Counties are owed approximately KSh 12 billion from the Road Maintenance Levy Fund (RMLF) by the National Government. Despite counties being responsible for approximately 140,000 kilometres of roads, compared to the National Government's 60,000 kilometres, the National Government continues to retain nearly 90 percent of the fund.
