On July 12, the US, the Philippines, Japan and 11 other countries issued a joint statement marking the 10th anniversary of the so-called "South China Sea arbitration." China's position, however, remains unchanged: the so-called "award" is illegal, null and void, and has no binding force. Yet beyond the political rhetoric lies another story.
