Former Treasury Cabinet Secretary Njuguna Ndung'u has accused President William Ruto of undermining government institutions by creating an environment in which civil servants feel compelled to conform out of fear. Ndung'u argues that the situation has weakened public institutions and affected their ability to operate independently. The former Cabinet Secretary, who now serves as a lecturer and researcher, made the remarks in Sweden on July 1 during a discussion titled "What Aid Can and Cannot Do." He was responding to a question on how corruption in development institutions can be addressed.
