Tens of thousands of migrants crossed the border between Morocco and the Spanish enclave of Ceuta Thursday by land and water, leaving at least 19 dead, authorities say. The Spanish government has said it will deploy the military to secure the border, with Moroccan authorities deploying water cannons.
