Prime Minister Andy Burnham has unveiled plans to give England's regional mayors a share of the income tax raised in their areas, marking a major step in the government's devolution agenda. The proposal would allow more tax revenue to stay local, giving mayors greater control over spending on priorities such as transport, housing and economic growth, rather than relying as heavily on funding from Westminster.
