The images are searing. Thousands of mainly men and boys scrambling onto the beaches of the tiny Spanish exclave of Ceuta after having braved the waters of the Strait of Gibraltar, dozens of them drowning. Spain’s Prime Minister Pedro Sanchez called it an attack. France put up border controls with Spain. Italy threatens to suspend the Schengen Agreement. At least half the migrants have now been returned to Morocco. But for those in government, the images from Ceuta are the stuff of nightmares.
