“We have testimonies by Moroccan migrants who crossed into Cueta, who said quite openly that Moroccan security forces told them to go into Cueta and to go to Spain.” The project director for North Africa at the International Crisis Group has said that he has seen evidence that the Moroccan state was complicit in the events that saw thousands of migrants flood into the Spanish enclave from the North African country last week.
