Iran and Oman are making progress in talks over arranging the passage of vessels through the Strait of Hormuz, with discussions focused on technical and political issues, although no final agreement has been reached. A proposed framework under discussion would give Iran control over inbound shipping, while Oman would clear outbound vessels after notifying Tehran. Iranian officials insist the talks are only bilateral between Tehran and Muscat, with Foreign Ministry spokesperson Esmaeil Baghaei blaming the United States for the crisis at the strait.
