Around 1,000 prisoners have been exempted from the Government’s early release scheme under changes announced late on Monday. The scheme, introduced by this year’s Sentencing Act, is part of a drive to ease prison overcrowding which ministers have warned could see the justice system collapse. Justice Secretary Alex Norris has apologised to the family of PC Harper as two of his killers remain eligible for early release under new government exemptions.
