PC Andrew Harper’s former police force is considering joining potential legal action against the government as his widow backed a petition to block his killers being released from prison early. Aileen O’Connor, the chair of Thames Valley Police Federation, said the decision to potentially release Jessie Cole and Albert Bowers under the government's new early release policy would impact the morale of serving officers in the area.
