An independent UN human rights group has condemned indefinite jail terms handed down to thousands of prisoners in England and Wales as "psychological torture". Introduced in 2005, an Imprisonment for Public Protection extended an offender's jail term indefinitely until they could prove they were not a public risk. The highly controversial law was scrapped in 2012, but that change didn't affect anyone already behind bars. As of March this year, more than 2,300 (2,329) offenders are still in jail in England and Wales on these sentences. Prime Minister Andy Burnham has pledged to examine IPP cases under the government's prison reform measures -but inmates and families are desperate for a solution. • Subscribe to ITV News on YouTube: http://bit.ly/2lOHmNj • Get breaking news and more stories at http://www.itv.com/news Follow ITV News on TikTok https://www.tiktok.com/@itvnews?lang=en Follow ITV News on Instagram: https://www.instagram.com/itvnews/ Follow ITV News on Facebook: https:/
