Ceuta, a small Spanish enclave on Morocco's northern border, has just become the scene of an extraordinary migration crisis. Authorities estimate roughly 80,000 migrants rushed into Ceuta within a 48-hour period in late July. Nearly 75,000 of them subsequently returned to Morocco, but about 100 people died during the mass border crossing. What triggered the dramatic surge? Has Ceuta become the latest test of Europe's ability to manage migration challenges? And what are the wider implications of this unfolding crisis?
