Education Cabinet Secretary Migos Ogamba says the proposed new higher education funding model will only take effect after approval by Parliament. Students joining universities and colleges this September will be admitted under the current Means Testing Instrument (MTI) model before transitioning to the new framework once the Tertiary Education Placement and Funding Bill becomes law. Ogamba says the reforms will shift government support from assessing family income to investing directly in learners and their future.
