Russia’s military footprint in Syria is entering a major new phase after Moscow and Damascus reached an agreement over the future of the key Russian facilities at Tartous and Hmeimim. After 18 months of negotiations, Syria says it will take control of civilian facilities, including Hmeimim airport and commercial areas at Tartous port, while military sites will be repurposed into joint training and qualification centres. The transition is expected to take place within three months. The deal comes months after the ouster of long time Russian ally Bashar al-Assad in December 2024.
