Convicted sex offender Simon Levy was able to continue attacking women amid delays, missed information and bail failures across British Transport Police, the Metropolitan Police, prosecutors and the courts. Levy was convicted of murdering Carmenza Valencia-Trujillo and Sheryl Wilkins, as well as raping and violently attacking another woman. He had previously been convicted of 11 sexual assaults, including 10 committed on London trains.
