From oversized delivery boxes to takeaway cups, Europe produces almost 190 kilos of packaging waste per person each year. New EU rules aim to cut that waste by 15% by 2040. But while consumers will be encouraged to reuse more, some small businesses say the new requirements mean costs and red tape they cannot afford, raising fears that the rules could force some of them out of business.
