Broadcast on 12/08/2026 Fifty police chiefs have signed a letter urging Andy Burnham to use "every lawful option" to prevent the early release of PC Andrew Harper’s killers. In the open letter to the prime minister, coordinated by the National Police Chiefs' Council, policing and law enforcement leaders also called for more protections for victims' families and communities when offenders' release arrangements change. PC Harper, 28, was killed after being dragged behind a car as three teenage suspects fled a quad bike theft in Berkshire in 2019. Two of his killers were due to be freed in January under plans to release about 5,000 prisoners early to ease overcrowding in prisons in England and Wales. The proposals prompted concern from the public and PC Harper's family, who said they were "more angry than ever".
