Fifty senior police leaders from across the UK have united to demand that Prime Minister Andy Burnham prevent the early release of Jessie Cole and Albert Bowers, who are serving 13-year sentences for the manslaughter of PC Andrew Harper. Norfolk Police and Crime Commissioner Colin Sutton says Burnham may be hearing the public but is not listening. He argues that Parliament has the power to change the law and warns that the controversy could become Burnham’s “poll tax moment”. Sutton condemns the government’s reliance on numerical sentence cut-offs without properly assessing the danger individual offenders pose. He warns that releasing thousands of prisoners while probation officers consider industrial action could leave dangerous offenders on the streets with little effective monitoring.
