India has expanded access to schooling, but keeping students in the education system through higher secondary remains a major challenge. Education Ministry data for 2023–24 put India’s retention rate at 85.4% through primary school, 78% through elementary school, 63.8% through secondary school and just 45.6% through higher secondary. The numbers also reveal enormous differences between states. So where are students being lost? Are financial pressures, access, migration, infrastructure and the transition to higher classes contributing to the problem? And what will it take for India to ensure that children who enter school actually complete their education?
