Mexico’s Interoceanic Corridor of the Isthmus of Tehuantepec, or CIIT, is designed as a land-based “dry canal” connecting the Atlantic and Pacific through rail, road and ports. Officials say it is not meant to replace the Panama Canal, but to offer companies an alternative when global shipping chokepoints are disrupted.
