France, Germany and the United Kingdom are working on a possible format for negotiations on Ukraine as European governments seek to ensure they are not excluded from any major agreement between Washington and Moscow, according to The New York Times, citing five European officials. France and Germany are leading efforts to develop a common European position, while Britain is taking a more cautious approach because of concerns over relations with U.S. President Donald Trump. The three countries form the core of the E3 group supporting Ukraine and have been developing possible military and security guarantees for Kyiv. European officials said Poland, Italy and Nordic countries should be consulted, while the European Union should eventually be involved. Some Baltic states and Hungary remain wary of France and Germany representing their interests.
