When Europeans were scrambling for Africa in the late 19th century, one historically significant colonial power, the Dutch, were missing. When the dust had settled the Netherlands, for all of its history was left with precisely zero colonies of holding in Africa whereas poorer, less influential countries like Belgium or Portugal had managed to carve out sizeable empires there.
