In July 2024, days after taking office, Keir Starmer’s government announced that most prisoners on standard determinate sentences in England and Wales would be released after 40% of their term, not 50%. Justice Secretary Shabana Mahmood said jails were close to collapse. First releases: about 1,700 on 10 September 2024. Second tranche: about 1,100 on 22 October 2024. Aim: around 5,500 spaces. Sex offences, terrorism and the most serious violence were excluded. This replaced the Conservative End of Custody Supervised Licence scheme, which from October 2023 to September 2024 had already freed 13,325 prisoners up to 70 days early. The Sentencing Act 2026 then cut automatic custody time further for many fixed-term sentences. That change made Albert Bowers and Jessie Cole eligible for release at the halfway point of their 13-year manslaughter sentences instead of two-thirds. PC Andrew Harper, 28, was killed on 15 August 2019 in Sulhamstead, Berkshire, while responding to a quad-bike theft.
