Prime Minister Andy Burnham has pledged an extra £110m to upgrade the country’s prison system, days after U-turning on the early release scheme after weeks of intense pressure. His intervention means PC Andrew Harper’s killers will remain behind bars, preventing the early release of offenders guilty of manslaughter, as well as rapists, child sexual abusers and groomers. Former Chancellor Kwasi Kwarteng says the government's position is being “led by public opinion”, while columnist at the Daily Mirror Kevin Maguire says the U-turn was “entirely predictable”. Around 4,600 prisoners will be released early, down from the initial 6,000 figure. But critics warn that the prison system will still be near capacity.
