Andy Burnham has ordered changes to the early release scheme, keeping hundreds of criminals in prison who would otherwise have been freed. The move follows pressure over the possible release of PC Andrew Harper’s killers. Burnham says prison capacity can be increased through new cells, while ending indefinite sentences and deporting foreign offenders could also create space. But prisons are already at 98% capacity, raising concerns over overcrowding.
