On the night Canada’s retaliatory tariffs took effect, Prime Minister Mark Carney told Canadians why trade talks with the United States collapsed. Washington asked for restrictions on French language and Canadian culture, a say in Canada’s future trade agreements, and terms that would have weakened autos, steel, and forest products. Carney said the United States asked far too much and offered far too little, so Canada walked away from a bad deal. The deeper issue, Carney said, was dependence. Last spring the warning was that America was trying to break Canada in order to own it. That will never happen, and Canada’s future will not be decided in Washington. The response is dollar-for-dollar tariffs, $7.5 billion in new support on top of nearly $25 billion already delivered, a buy-Canadian campaign, and a diversification plan that was Plan A from the start: twenty agreements on four continents and $500 billion in nation-building projects.
