U.S. Secretary of State Marco Rubio said on Tuesday that Washington sees an opportunity to restart Russia-Ukraine negotiations after U.S. envoys held what he described as “substantive” meetings in Moscow and Kyiv over the weekend. Rubio said new ideas had been discussed and that there appeared to be some general openness to proposals, while cautioning that both sides still had “very bright red lines” and significant differences. U.S. special envoy Steve Witkoff and Jared Kushner met Russian President Vladimir Putin in Moscow on Sept. 5 before travelling to Kyiv for talks with Ukrainian President Volodymyr Zelenskiy the following day.
