Sen. Erwin Tulfo asked the Senate impeachment court on Tuesday whether senators who have been absent from the proceedings against Vice President Sara Duterte would still be allowed to vote on her acquittal or conviction. Tulfo raised the question of whether the impeachment court would still require 16 votes to convict Duterte.
