Donald Trump has said the United States does not need Canada. Then Washington quietly removed a 50 percent tariff on Canadian toilet paper, along with relief on cement and salt. Canada is the top foreign supplier of toilet paper to the United States, with about $328 million in exports in 2024. Analysts note the sharper leverage may be Canadian wood pulp used in American mills. Ontario Premier Doug Ford said Prime Minister Mark Carney was right to walk away from a bad deal, that no deal is better than a bad deal, and that Canada has to stand up to a bully dollar for dollar. Carney, asked why Trump is so angry, said this is not a question of emotion. It is sovereignty, language, culture, and the commercial red lines already on the record. At a cabinet retreat in Banff he pointed to the fastest quarterly growth in three years, job creation at twice the US pace, record foreign investment, and a country that is more than a neighbour of the United States.
