Russian military expert Alexander Stepanov, affiliated with the Institute of Law and National Security at the Russian Presidential Academy of National Economy and Public Administration, told the Russian state news agency TASS that Britain is promoting an air-defence coalition that could pave the way for deploying a NATO contingent in Ukraine, characterising the initiative as creating conditions to probe the possibility of foreign military deployment under what he described as a specious pretext of covering Ukrainian airspace. The claim follows a proposal from former British Defence Secretary Ben Wallace suggesting that Russian drones flying over Ukraine should be shot down, with Wallace arguing Western countries could intercept missiles or drones over Ukrainian territory. According to Stepanov, such an air-defence arrangement could initially appear limited and defensive, with foreign personnel operating radar, air-defence or coordination systems without formally declaring a NATO combat
