UN Secretary-General António Guterres warned that geopolitical divisions and a paralyzed Security Council are creating a climate of impunity, with powerful countries violating international law without consequences. He condemned Hamas’ Oct. 7, 2023 attack as “intolerable,” while also sharply criticizing Israel’s conduct in Gaza, saying Israel had created a “horrible situation” with levels of death and destruction that he said had no parallel in the history of the United Nations. Guterres said the UN must continue defending international law and human rights even when doing so strains relations with governments accused of violations, arguing that allowing powerful states to act without accountability encourages other countries to disregard the law as well.
