Central African Republic National Assembly Speaker Simplice Sarandji called Western criticism of Russia's State Duma elections a disinformation campaign designed to deal a fatal blow to Russia's resilience and its ability to organise elections, speaking in Moscow after attending as an international observer, while Russian Federation Council Chairperson Valentina Matviyenko revealed that EU foreign policy chief Kaja Kallas had sent a pre-written guidance document to EU member states days before the elections setting out scripted language to be used in condemning the vote as illegitimate and lacking transparency. Sarandji said the elections had met all current international standards and that virtually all foreign and international observers had attested to their authenticity and integrity, adding that the Central African Republic would spread news of the Russian people's resilience throughout Africa. Matviyenko described Kallas's scripted attack as a lie that Russia had grown accustomed
