President Trump spoke at the United Nations on Tuesday, threatening to “annihilate the Islamic republic” if a deal to end the war against Iran did not come to pass. But his threats were not limited to the war that has consumed his presidency for months since the United States and Israel launched attacks on Iran. He promised that Cuba’s government would fall, one way or the other. And if his “to the victor belong the spoils” line seemed drawn from the days of American gunboat diplomacy more than a century ago, that did not seem to bother the president. Mr. Trump has made it clear that he is willing to use the power of the U.S. military not only for the benefit of securing critical resources, like Venezuela’s huge oil reserves, but also to turn a profit.
