Andy Burnham has used his Labour Party conference speech to outline sweeping plans for housing, water, energy, social care, pensions, electoral reform and Britain’s relationship with the European Union. However, major questions remain over whether the proposals are affordable, how they would be delivered and whether Burnham has a democratic mandate to implement them.
