Carrie Dann talks about why her organization, The Cook Political Report with Amy Walter, has rated Kansas' U.S. Senate race as a toss-up. "Almost every cycle, there is an incumbent senator who kind of gets caught napping a little bit and wakes up to the reality that, 'Oh, I actually have a competitive race,'" she told Washington Week moderator Jeffrey Goldberg. Republican incumbent Sen. Roger Marshall is defending his seat against Democratic nominee Adam Hamilton, who leads the nation’s largest United Methodist congregation.
