The National Bureau of Investigation (NBI) has referred criminal complaints against 15 officials and personnel of the Department of Public Works and Highways (DPWH) and Genesis88 Construction Inc. to the justice department for evaluation and preliminary investigation over alleged irregularities in four flood control projects in Davao City.
