The Dutch government's seat of government, The Hague, has declared a state of emergency to prevent farmers from driving their tractors into the city to protest the government's required fertilizer reduction targets. The Farmers Defense Force (FDF), the organizers of Thursday's rally, have claimed that the state of emergency is an attempt to curtail their democratic rights and freedom of assembly. They have also accused the Dutch government and the European Union of adopting restrictions that would destroy their livelihoods. To comply with EU requirements, Prime Minister Mark Rutte is requiring farms to reduce nitrogen and ammonia emissions by 50% over the next seven years. The government has also devised a farm buyout scheme in which the state will take over around 3,000 farms. The FDF had organized a big protest in front of parliament, where the fertilizer emission cap was being considered.
