Russian President Vladimir Putin is preparing his military to retaliate against Ukraine for a drone strike on a student dorm that reportedly killed six people. He labelled the strike in Luhansk, a Russia-controlled area of Eastern Ukraine, as a 'terrorist attack'; Ukraine denies targeting civilians. Mr Putin claims there were no military targets near the dormitory. NATO Secretary General Mark Rutte says Ukraine has not only stabilised the front line but is gaining territory.
