Moscow says a Ukrainian strike in the Russian-controlled Luhansk region of eastern Ukraine has killed 18 people. Russian officials say a drone hit a student dormitory. Russian President Vladimir Putin has ordered the military to prepare a response, describing the incident as a “deliberate” attack on a teacher training college. Kyiv has denied responsibility, saying it struck a drone command unit in the area. Moscow says there are no military facilities in the region.
