While Senate of Canada is intended to be a “chamber of sober second thought,” whether it is has always been up for debate. Senators are appointed, not elected, and Tuesday saw Carney make his first picks. The prime minister appointed a Conservative MP from Quebec, a senior Liberal strategist, a cancer researcher from New Brunswick, and a Manitoban businesswoman.
