At least one person is dead and three are missing after a pontoon boat capsized in San Francisco, Calif., near Alcatraz Island on Tuesday. Sixteen others were rescued. After receiving a 3:37 p.m. distress call, San Francisco Police Department Marine 3 was the first vessel to arrive on the scene and confirmed that a 49-foot cabin cruiser – named Volare – was sinking, with steam that callers misinterpreted as smoke. The three-deck pontoon vessel was almost fully underwater, with the motor still running and leaking fuel, when crews arrived on scene, San Francisco Fire Chief Dean Crispen said at a news conference Tuesday night. Local seafarers, Justin Marceline and Mike Montoya, rushed to help stranded passengers, describing the situation as “complete chaos” and likening it to “a scene from ‘Titanic’,” the 1997 film. “We've been commercial fishermen for a long time. We're out on the water constantly, so it just kind of… snaps your head right back in… This is no joke out here,” Marc
