East of Tokyo, Japan’s Chiba Prefecture was battered with unprecedented, record-breaking rainfall on Thursday, resulting in mass floods, power outages and the death of at last eight people. In just 24 hours, parts of the prefecture were hit with more than 360 millimeters of rain, sabotaging the travel plans of thousands of travellers – many of whom were left stranded in Tokyo’s Narita airport. “We were flooded once three years ago,” a local hairdresser said Friday, adding, “the damage this time is worse.” In the city of Chiba – one of the hardest-hit areas – hundreds spent the night under foil blankets at makeshift evacuation centres.
