Rahm Emanuel, the former Chicago mayor, congressman and White House chief of staff, gave his elevator pitch Friday for a potential 2028 presidential run. "When the American dream became unaffordable, when it became inaccessible, is exactly when the American democracy became unstable," he said at the Atlantic Festival in New York. "And guess what? You're not paranoid when you think the system's rigged against you. Everything that we grew up knowing has been pulled away. Both parties have failed." Mr. Emanuel, however, said there was hope, saying being born in America was like winning the "lottery ticket of life." "This country is at a tipping point," he said. "But I do know one thing, if you invest in the American people and you invest in this country, Beijing, watch out, we're coming for you. We've got nothing to be worried about.
