President Trump said he and top tech leaders signed a "morally binding" agreement on Tuesday to govern the development and use of artificial intelligence. "It's almost like a constitution in a way, and the biggest people in the world signed that and I signed it as president, and it really is a form of protection," he told reporters outside the White House. The pact was signed during a White House meeting with some of the industry's top leaders, including Anthropic's Dario Amodei, Nvidia's Jensen Huang and SpaceXAI's Elon Musk, as well as Meta's Mark Zuckerberg, Amazon's Jeff Bezos, Microsoft's Satya Nadella and Google's Sundar Pichai. The president has favored self-regulation over new government restrictions on AI, arguing that additional guardrails could slow U.S. development of advanced AI systems and give China an advantage. "A bad actor's going to get caught," he said. "That's why we have the DOJ. That's why we have the FBI. That's why we have the CIA."
